		<description>Blacktail--In the General&#039;s defense, I think he was celebrating the 100th Osprey produced (as in total--those built for development, testing, the Air Force and the Corps) versus the total number yet delivered to the Marine Corps.

The General has been very effective in meeting self-imposed deadlines.  When he said the Ospreys were going to the &#039;Stan by date X, they got there.  When he said they were going to have a gun in the &#039;Stan, they did.  When he said he&#039;d debrief about the first Osprey deployment in Iraq, he did.  Wish he&#039;d focused more on reliability/maintenance.

The supply chain thing has not gotten better since 2007--when they went to war with a ton of extra parts and extra maintainers from the company. MC rates are going down, not up.  But...it&#039;s the super low CONUS MC rates that surprise me...We can&#039;t cannibalize 40% of the fleet to keep 7 of ten deployed birds operating.  If we&#039;re &quot;aggressively sparing&quot; at such a rate, how in the hell are we going to deploy a second squadron and hope that it will have anywhere near 70% MC?  

Blaming the low MC rates on the sand and supply chain don&#039;t cut it.  That&#039;s not leadership...it&#039;s aiding and abetting poor performance.</description>

Then again, knowing Trautman, it likely is a lie after all. Let&#039;s not forget how he stated in testimony before Congress on May 23, 2009 that &quot;We have accepted delivery of 91 Ospreys, a quarter of our program objective of 360 aircraft.&quot;;
